`kafka_dae_diagnostics`: vetos

kafka_dae_diagnostics needs to handle vetoes:

• good/raw frame counters (whether a frame is good or raw depends on vetoes)
• good/raw uAh
• events should not accumulate into spectrum histogram for a 'raw' frame
• counters/statistics for how many frames were rejected by vetoes

If veto information is in frame headers, this depends on #34

If ev44 and frame headers are streamed separately, this will require logic to zip together each ev44 with it's corresponding frame header, accounting for the fact that the corresponding frame header might not be the most recent one and might not have been received yet.
