poli__tdc environment broken after PyTDC updates

If environment is installed from currently pytdc releases v.>1.1.2 rdkit related oracles are breaking.

Potentially resolved by pinning to previous version used, which is non-breaking.

1. set pytdc to specific version
2. replace poli GitHub install with poli-core install from pypi
3. relax the pandas version, to enable the resolve
