NULL ref transportation data for roads with OSM data

Issue

There are a couple county roads in Missouri that use a lettering system instead of a numbering system such as highway YY or DD. These roads will reference data from OSM but leave the ref and primary name as null. There might be a specific reason why these roads are null that I am unaware of but from what it seems the data conversion from OSM left out this data.

I did check all the segments of the highway and none of them had YY in the ref.
