In Spain, during the import of OpenStreetMap relations with admin_level=8, the admin_centre tag does not always ensure an association with a locality that shares the same name as the relation. Sometimes, the name is inherited from an underlying locality, but the admin_centre may be located in a different place.
For example, the relation 342629, representing the municipality of Ames, generates a locality in the division theme with the following details:
GERS ID: 085e2356bfffffff0165c94c2094b49e
Name: 'Ames'
Subtype: 'locality'
Local type: 'town'
However, this place does not actually exist as a town with that name.
Potential fix:
Set local_type to 'municipality' or set subtype='localadmin'
