Add new maintainers and/or archive this project

From reviewing the recently submitted PRs (https://github.com/abetlen/llama-cpp-python/pulls) it seems like there are people interested in keeping this more actively maintained (last commit was 5 months ago). For example, it seems like @dhdaines is reviewing and submitting PRs.

Do you intend to maintain this project? It would probably be good to have clarity so someone could fork it and that could be the new place where development happens moving forward.

Afaik this is the most popular fork, if there is no answer soon maybe we should move there: https://github.com/JamePeng/llama-cpp-python
