VM Deployment using snapshot fails for local storage zone

VM deployment in a zone using snapshot copied from another zone fails when the zone has local only storage for user VMs with & the original snapshot's volume and storage pool was expunged:

Request failed. (431)The versions of ACS, hypervisors, storage, network etc..
Deployment of virtual machine is supported only for Zone-wide storage pools

ACS 4.22 with multi-arch zones, adv zone KVM based; one zone with NFS & local storage, another zone with local storage only where this problem was seen

The steps to reproduce the bug

1. Create volume snapshot of root disk of a VM and then expunge the volume and the storage pool (delete the storage pool)
2. Create another zone and copy this snapshot to that zone; such that only local storage is enabled in the new zone and one NFS based secondary storage
3. Now, deploy the VM using the snapshot copied to the new local-storage only zone
