Remove must/should/may folder structure

The must/should/may folder structure is a legacy option from before rocrate-validator supported the sh:severity option.

Now, using sh:severity is sufficient within a single file - this makes it easier to keep checks on the same entities close together in the codebase too (also helps with tests).
