refactor: improve support of pyproject.toml

The `pyproject.toml` is becoming a standard. While it was mainly used by poetry back in the days, it can be used with several other tools such as pip, uv, hatch, etc.

When such a file is found in the project, it should be parsed to find which manager is requested so it does not default to poetry as it does now.
