This task is to create a checklist for testing deployment of ooni/backend#1050

Development

• review and merge of Add citizenlab url management with porcelain backend#1057 or Add citizenlab url management backend#1050

Deployment

• add ec2 instance configuration to devops
• resolve issue citizenlab disk persistence backend#1061 (what to do with user submitted data)
• update Add citizenlab ec2 service to dev #314 deployment configuration
• figure out how the load balancer points at the ec2 instance
• deploy to dev
• get AWS credentials
• install terraform

Testing

• /_/url-submission/test-list/{country_code}
• /_/url-priorities/list
• /_/url-priorities/update
• /url-submission/submit
• /url-submission/update-url
• verify github PR are created correctly, e.g. use the tests that run against github
