I have updated encoder SDK to the newest release (13.0.9). Windows binaries are updated, your code should work if you install plotoptix from this branch.

There are changes in the codec preset names (not yet included in sample codes), and several new features still to be made available in python - I'll do this over the next days. Anyway, your setting:

rt.encoder_create(fps=10, bitrate=128, profile="High")

should work well. It will produce video with a constant bitrate of 128MBps. This is quite a lot, so in case lossless compression is usefull, the setting should be:

rt.encoder_create(fps=10, profile="High444", preset="P3")

That message is OK. Ffmpeg libraries became heavy and are no longer attached to the repository and pypi packages. I also don't want to impose any particular release of ffmpeg. You'll need to download ffmpeg, unpack, and add its bin folder to the PATH like it is mentioned here. Just make sure you download full-shared package with dll's.
