feat: split FiniteElementBase into nonvirtual and virtual interfaces

This PR seeks to remove the issues caused by the virtual destructor in FIniteElementBase.

• Remove operations from FiniteElementBase
• Split derived types into virtual and non-virtual types.
• use the non-virtual types in device kernels.
