Backdating DC TANF

Summary

Backdates DC TANF, GAC, and POWER parameters to their program establishment dates based on DC Code, DCMR, and federal regulations.

• Added historical values from FY2017 (October 1, 2016) through FY2021
• Corrected max_unit_size to 19 from October 1, 2016

DC TANF Age Thresholds → 1999-01-01

• minor_child: 18
• student_dependent: 19
• infant_age_threshold (work exemption): 1
• elderly_age_threshold (work exemption): 60

DC TANF Work Requirements → 1999-10-01

• Single parent (higher): 30 hrs/week
• Single parent (lower, child <6): 20 hrs/week
• Young child age threshold: 6
• Two parents: 35 hrs/week

DC TANF Resource Limits → 2001-07-01

• Lower: $2,000
• Higher (60+): $3,000
• Age threshold: 60

DC TANF Income Deductions → 2001-10-01

• Work expense: $160
• Earned income disregard: 67%
• Child care: $200 (under 2), $175 (2+)

DC TANF Income Sources → 2001-01-01

• Earned and unearned income lists

DC GAC

• Income disregard start date → August 17, 1991 (program establishment)

DC POWER

• Age threshold start dates → October 1, 2013 (program establishment)
