Update the instructions to deploy an Azure OpenAI Foundry deployment to use within the AI Shell.
Bicep template has been updated to the latest versions of Bicep and also the latest Azure OpenAI models.
Azure CLI deployment commands have been improved.
General documentation improved to make it easier for people to understand how to deploy.
