This PR updates Rust dependencies to their latest compatible versions.

Changes

  • Updated 90 packages to latest compatible versions via cargo update
  • Notable updates include:
    • ic-agent 0.45.0 (new)
    • tokio 1.48.0 → 1.49.0
    • reqwest 0.12.24 → 0.12.28
    • Various other dependency updates

Testing

  • Dependencies updated via cargo update
  • All updates are within compatible version ranges
