Enhancement - if release in branch name, then do minor bump, rather than patch

Description

Read the issue from the link mentioned above. As this is a centralized deployment repo for managing the tags. So updated the bump_tag.yml - https://github.com/openclimatefix/.github/blob/main/.github/workflows/bump_tag.yml file.
