Add generation of release-plan-admission.yaml alongside other Konflux application manifests. This enables proper release plan admission configuration for applications. Signed-off-by: Akshay Pant <akshay.akshaypant@gmail.com>

Release-Plan can be generated inside .konflux directory but RPA must generated in some other directory as same has to go in konflux-release-data repo. |

So do we want to create a PR in the said repo when someone runs the intended command to generate RPAs? |
