This bumps the required minimum version to 3.8 as that's the lowest supported version upstream. I can move that out, if desired. |

Not sure why I can't see any way to approve the workflows execution. Might try pushing to a different branch 🤔 |

I don't know if this is perfect, but it's a start for restoring CI.
I think we can avoid the repeated calls to
pipby justpip install '.[dev]'or the like.@rshk will need to approve the runs before they'll go through.
