A quick and dirty debianization for those who want to rely on the debian package manager as opposed to pip.

Thanks for your contribution! I'm inclined to merge this, as it could be useful to others / distros who might want to include this library.
I haven't done any packaging for debian in a looong time though, so don't remember the procedure at all.

Would you mind including some instructions on how to build a .deb package as well? Eg. in a PACKAGING.md file or so.
Also: I'm not a huge fan of changelog files that tend to go unmaintained: is there a way to eg. automatically generate one on the fly from git history, when building a new release? That would be awesome!
