Chore: fix index generator titles/ordering + update fetched tags

Since we added the SEO suffix to the frontmatter titles ("| Security Alliance" and "| SEAL"), i updated the index generator to strip that off when creating the index files + I've made it also consider the order in the sidebar when creating the list of links.
Also, ran the tags fetcher to mirror recent structure changes
